Transfer Scaffolding

Functions the same as Scaffolding, with 2 additional features:

• It can transfer items from a Breaker to adjacent inventories. This makes possible compact builds.
• It is used for controlling the state of adjacent Breakers. Right-click with Fine Tool to toggle its state.
